Who can Apply for Council Tax Benefit?
Most people who have to pay Council Tax can claim, provided they have less than £16,000 in ‘capital’ (savings and property). You do not have to be out of work to claim Council Tax Benefit.
You can make a claim if you are the person (or one of the people) who is responsible for paying the Council Tax on your home.

Couples
In the case of a married or unmarried couple, one partner must claim benefit on behalf of both. The amount of benefit is worked out on the couple's combined income and capital. From 5 December 2005 same sex partners living together as a couple are now treated as couples for benefit claims.
Students
Most full-time students cannot claim council tax benefit. If a student has a partner who is not a student, the partner should claim council tax benefit for both of them, and their benefit will be based on the whole council tax bill.
People From Abroad
People who have come to the UK from abroad may be excluded from council tax benefit due to their immigration status and/or because they do not pass the habitual residence test (which can apply to British citizens).
