CHART LSP Flagship Approach
The Sustainable Community Strategy identifies the key aims and objectives which the former Theme Groups worked to address. CHART LSP still retains its five Strategic Areas, which have been identified by the community and service providers. There are seventeen strategic priorities, which cut across the traditional Theme Group approach.
The LSP Board (formerly known as the Forum) has recognised that due to increasing pressures on partner resources, the LSP should target fewer actions in greater focus to address its priorities and their impact on communities.
The Flagship Approach helps to deal with local issues in a more efficient and flexible way, enabling more cross cutting work, and a distinctive way of working associated with CHART LSP Flagship Projects. Partners can share their expertise by developing new ways of working to more appropriately deliver local services and improve the quality of life for residents, workers and visitors in Chesterfield and North East Derbyshire.

Operationally, projects are managed by Project Groups, consisting of key service providers, partners, community representatives and other organisations to add expertise, service and resources to a particular cross cutting project activity. LSP actions are performance managed by project plans, with a narrower focus and the potential for broader outcomes and improved community involvement through more robust project evaluation. To maximise partner efficiency, project groups delegate specific tasks to Task and Finish Groups to deliver, applying CHART LSP four guiding principles and maximising existing partner communication tools identified in the Project Communication and Consultation Plan.
Flagship Project Groups report their progress by Exception Reports to the LSP Board. At the Board, elected political and community members and heads of organisations drive the strategic activity of the LSP forward, and where appropriate sign their organisation up to deliver specific activities or provide necessary support, through a Project Initiation process.
Flagship Project Groups Update
The Paying Your Way and Healthy Lifestyles Project Groups meet quarterly to oversee LSP projects for the forthcoming year. This provides a Framework (and improved accountability to the LSP) for the Task & Finish Group Leads to develop project milestones and utilise every resource available from partners , that will make all the difference.
More importantly, the LSP’s projects will be judged on their performance “by design” of achievement to multiple outcomes from the range we originally set ourselves in the Sustainable Community Strategy for 2009—2026 through:
- Quarterly monitoring of activities by Task and Finish Groups;
- Submission of case stories that bring to life our impact, each quarter;
- Highlighting projects by “exception” and making recommendations to the LSP Board for action—by sharing good practice, addressing project or partner risks and avoiding pitfalls.
