Chief Executive - Wes Lumley
Wes Lumley is the Chief Executive of North East Derbyshire District Council. He is also the Chief Executive of Bolsover District Council.
Wes has served as Bolsover District Council’s Chief Executive since 2004, and was appointed as the joint Chief Executive of Bolsover Council and North East Derbyshire District Council from 1 April 2011.
By sharing their Chief Executive, the two councils share the salary costs, enabling both to save money.
Wes Lumley has served in Local Government for over 20 years.
The role of the Chief Executive
The following information covers Wes Lumley’s role at North East Derbyshire District Council. His duties at Bolsover are similar, but for more detailed information please see the Bolsover District Council website.
As with most other organisations in the public sector and elsewhere, the Chief Executive is the most senior officer in the council.
Wes is responsible for 52 employees within the Chief Executive Directorate but takes ultimate responsibility for the work of over 500 employees at North East Derbyshire District Council – delivering a whole range of services to the district's 100,000 residents.
You may also see the Chief Executive post referred to as the 'Head of Paid Service', which recognises his role of heading up the council’s staff.
He is also responsible for a budget of £2,096,032.
The role of Joint Chief Executive for North East Derbyshire and Bolsover is a full-time appointment, which is made on merit, subject to a set of objective criteria and must be approved by elected members of both councils.
By law, senior council staff are not allowed to take part in any party political activity and are expected to provide advice, guidance and assistance to all councillors irrespective of their party political affiliation.
The main responsibilities of the Chief Executive are:
- Leadership – making sure that North East Derbyshire District Council is well-led, and that staff and councillors are supported to do the best job possible.
- Direction - making sure that staff have a clear idea of what they are doing and why, and ensuring that the job is done.
- Advice - providing advice and assistance to all councillors, in order to ensure that the political aims of councillors are put into action through the clear and effective strategies.
- Partnerships – working, where necessary and appropriate, with other local organisations (e.g. the police and other councils) to make sure that the objectives of the councillors are achieved and put into action – to improve the lives of local people.
- Management - dealing with staff issues, ensuring that spending is kept within budget, monitoring levels of performance of staff, and making changes where necessary so the council delivers its services and functions to the very best of its ability
Leading the work of North East Derbyshire District Council
The council delivers a wide range of different services, working in partnership with other local partners, and has gross expenditure on all services of around £66m. This work is led by the Chief Executive, senior managers and elected councillors.
Some of the key services which North East Derbyshire District Council has responsibility for include:
- Waste collection and recycling
- Leisure
- Environmental health
- Street cleaning
- Planning, development and building control
- Administering benefits
- Housing advice and support
- Regenerating the district and supporting local business
Wes, working with councillors, also plays an important role in bringing local organisations together – making sure partners such as local councils, the police and the NHS, work together to improve the lives of local people.
As Chief Executive, Wes also has additional responsibilities, including acting as the Returning Officer for local, Parliamentary and European elections.
Salary / remuneration
The Joint Chief Executive is paid on a scale that starts at £106,000 rising in increments to £115,000. Wes' salary is currently £109,000 with the next increment due on 1 April 2013.
50% of the Chief Executive's salary is paid by North East Derbyshire District Council and 50% by Bolsover District Council.
Like all managerial posts at council, the Chief Executive is subject to an annual appraisal which is overseen by elected councillors. The post holder only progresses through the salary scale if satisfactory progress has been made.
Benefits
In addition to his salary, Wes receives an essential car user allowance, with lease car option, and reimbursement of business mileage in accordance with the NJC National Car Allowance Scheme.
Wes pays £10 per month for use of the North East Derbyshire District Council staff car park.
Pension
The Local Government Pension Scheme (LGPS) is a contributory scheme; this means that the employee contributes to the scheme from his or her own salary.
Employees generally contribute between 5.5% and 7.5% of their salaries to the scheme. Employers' contributions to the LGPS vary depending upon how much is needed to ensure benefits under the scheme are properly funded, and are set independently. The rules governing the pension scheme are established by Parliamentary regulations.
Expenses
The Chief Executive can reclaim a restricted range of legitimate business expenses, including business travel.
Working arrangements
The Chief Executive is expected to work such hours as are necessary to ensure the job gets done. This often involves three to four evenings per week, as well as the standard Monday to Friday business week. Occasional weekend working is also required. However, the Chief Executive role is a joint position, therefore only 0.5 fte, (that is half the time) is at North East Derbyshire District Council.
The Chief Executive is 'on call' at all other times, particularly to cover emergencies. No extra payments are made for such extended hours.
The Chief Executive is entitled to 36 days paid leave per year.
