Director of Housing (Rykneld Homes and Housing Strategy) – Phillip Spurr

Director of Place Shaping

Phillip oversees housing services provided by North East Derbyshire District Council (NEDDC) and works closely with the council’s Arm’s Length Management Organisation (ALMO), Rykneld Homes.

 
He was appointed to the role in October 2011, after first joining the council in 2007. Here he served as Director for Sustainable Development and Director of Place Shaping before taking up his current role.
 

The role of the Director of Housing

 
Phillip has a range of responsibilities, working with the Joint Chief Executive to deliver quality services across the council and Rykneld Homes, and to assist councillors and Rykneld Homes Board Members in undertaking their roles.
 
He is a member of the council’s Corporate Management Team (CMT), which steers the work of over 500 employees who deliver the services and polices decided upon by NEDDC’s elected councillors. He is directly responsible for 11 employees within the Housing Directorate and a budget of £592,493.
 
By law, senior council staff are not allowed to participate in any party political activity and are expected to advise and assist all councillors irrespective of their political affiliation.
 
Phillip is responsible for a number of council services, which include:
 
  • Strategic Housing
  • Housing management client role with Rykneld Homes
 

Leading the work of the North East Derbyshire District Council

 
As one of the council’s Directors, Phillip works with the Joint Chief Executive and elected councillors – closely alongside Rykneld Homes - to:
 
  • Advise on strategic issues and how to achieve the council's aims and objectives
  • Produce savings and efficiencies in order to deliver improved services and limit Council Tax increases
  • Work with local, regional and national partners to improve the lives of local people 
  • Effectively plan services to make sure they are good value for money
 

Salary / remuneration

 
As a Director, Phillip is paid on a scale that starts at £68,642 and ends at £76,838.  Phillip’s current salary is £74,789.
 
Like all managerial posts at the council, the Director of Housing is subject to an annual appraisal which is undertaken by the Joint Chief Executive. Progress through the salary scale is dependent upon satisfactory performance. The post holder only progresses through the salary scale if satisfactory progress has been made.

Pension

 
The Local Government Pension Scheme (LGPS) is a contributory scheme; this means that the employee contributes to the scheme from his or her own salary.
 
Employees generally contribute between 5.5% and 7.5% of their salaries to the scheme. Employers' contributions to the LGPS vary depending upon how much is needed to ensure benefits under the scheme are properly funded, and are set independently. The rules governing the pension scheme are established by Parliamentary regulations.
 

Expenses

 
The Director of Housing can reclaim a restricted range of legitimate business expenses, including business travel.
 

Working arrangements

 
The Director of Housing is expected to work such hours as are necessary to ensure the job gets done. This often involves three to four evenings per week, as well as the standard Monday to Friday business week.  Occasional weekend working is also required.
 
The Director of Housing is entitled to 36 days paid leave per year
