Joint Director of Neighbourhoods

Stuart is one of four joint directors which oversee work at both North East Derbyshire District Council (NEDDC) and Bolsover District Council (BDC), as part of the Strategic Alliance between the two authorities.

 
He was appointed to the role in October 2011.  Stuart first joined Bolsover in 2004 as their Director of Strategy, and in 2009 was appointed Director of Neighbourhoods.
 

The role of the Joint Director of Neighbourhoods

 
Stuart has a range of responsibilities, working with the Joint Chief Executive to deliver quality services across both councils, and to assist councillors in undertaking their roles.
 
He is a member of the councils’ Joint Corporate Management Team (CMT), which steers the work of over 1,000 employees who deliver the services and polices decided upon by NEDDC’s and BDC’s elected councillors.
 
At North East Derbyshire District Council, Stuart is responsible for 105 employees and a budget of £2,715,535.
 
By law, senior council staff are not allowed to participate in any party political activity and are expected to advise and assist all councillors irrespective of their political affiliation.
 
Stuart is responsible for a number of council services, which include:
 
  • Community Safety
  • Street Scene
  • Housing Management (Bolsover District Council only)
 

Leading the work of the North East Derbyshire and Bolsover district councils

 
As one of the councils’ Joint Directors, Stuart works with the Joint Chief Executive and elected councillors to:
 
  • Advise on strategic issues and how to achieve the council's aims and objectives
  • Produce savings and efficiencies in order to deliver improved services and limit Council Tax increases
  • Work with local, regional and national partners to improve the lives of local people 
  • Effectively plan services to make sure they are good value for money
 

Salary / remuneration

 
As a Joint Director, Stuart is paid on a scale that starts at £68,642 and ends at £76,838.  Stuart’s current salary is £76,838.
 
50% of this salary is paid by North East Derbyshire District Council and 50% by Bolsover District Council.
 
Like all managerial posts at the council, the Joint Director of Neighbourhoods is subject to an annual appraisal which is undertaken by the Joint Chief Executive. Progress through the salary scale is dependent upon satisfactory performance. The post holder only progresses through the salary scale if satisfactory progress has been made.

Pension

 
The Local Government Pension Scheme (LGPS) is a contributory scheme; this means that the employee contributes to the scheme from his or her own salary.
 
Employees generally contribute between 5.5% and 7.5% of their salaries to the scheme. Employers' contributions to the LGPS vary depending upon how much is needed to ensure benefits under the scheme are properly funded, and are set independently. The rules governing the pension scheme are established by Parliamentary regulations.
 

Expenses

 
The Joint Director of Neighbourhoods can reclaim a restricted range of legitimate business expenses, including business travel.
 

Working arrangements

 
The Joint Director of Neighbourhoods is expected to work such hours as are necessary to ensure the job gets done. This often involves three to four evenings per week, as well as the standard Monday to Friday business week.  Occasional weekend working is also required.
 
The Joint Director of Neighbourhoods is entitled to 36 days paid leave per year.
