7.6 Director of Corporate Resources
(a) General
The officer is authorised by the Council to discharge the following functions and determine directly or in consultation with the Chief Executive and appropriate Cabinet Portfolio Member all matters except those reserved by or referred to Council, the Cabinet or Committees.
(b) Service functions
(i) Risk management.(ii) Accountancy services(iii) Cash office(iv) Finance, financial planning and procurement(v) Revenues and benefits(vi) Internal audit.(vii) Customer Services(viii) Corporate Complaints Procedure(ix) ICT(x) Awarding schedule of rates contract(xi) Procurement(xiv) To deal with demands and notices, liabilities, reliefs and exemptions, and for non-domestic rates to recommend to the Cabinet guidelines for the granting of discretionary rate relief, partially occupied properties and hardship relief and administer the scheme in accordance with the approved guidelines.
(c) Section 151 Officer
(i) After consulting with the Head of Paid Service and the Monitoring Officer, to report to the Council Meeting (or to the Cabinet in relation to an Executive Function) and the External Auditor if he or she considers that any proposal, decision or course of action will involve incurring unlawful expenditure or is lawful and is likely to cause a loss or deficiency or if the Council is likely to enter an item of account unlawfully.
(ii) Have responsibility for the proper administration of the
financial affairs of the Council.
(iii) After consultation with the relevant Senior Officer to authorise the write-off of bad debts up to an approval limit of £2,500. Larger debts will be included in a report to the Audit and Corporate Governance Scrutiny Committee.
