7.5 Director of Health and Wellbeing
(a) General
The officer is authorised by the Council to discharge the following functions and determine directly or in consultation with the Chief Executive and appropriate Cabinet Portfolio Member all matters except those reserved by or referred to the Council Meeting, the Cabinet or Committees.
(b) Service functions
(i) All activities in relation to the discharge of the environmental services function of the Council, including environmental protection enforcement, occupational health and safety, food safety, animal welfare, environmental strategy, pest control and private sector housing.(ii) All activities relating to the discharge of the function as a Licensing Authority under all relevant legislation.(iii) Subject to those matters reserved for decision by the Licensing Committee or the Licensing Sub-Committee, to exercise all those functions for which the Council is responsible concerning licensing and registration and the grant of consents and refusals set out in Regulation 2 and Schedule 1 of the Regulations including the determination of applications for licences, permits and registrations.(iv) To exercise all those functions for which the Council is responsible concerning health and safety at work (other than in the Council’s capacity as an employer) set out in Regulation 2 and Schedule 1 of the Regulations.(v) To issue a closing order on a takeaway food shop.(vi) Community health, development and social regeneration.(vii) Leisure facilities - management and operation including sports and recreation facilities.(viii) Cultural services.(ix) Arts, entertainment and heritage.(x) Sports and leisure development.(xi) Enforcement of bylaws and orders of the Council relating to street trading.(xii) Community enterprise.(xiii) External resources, grants and bids support.(xiv) Emergency Planning.(xv) To exercise any function related to contaminated land.(xvi) Social inclusion(xvii) Children and young people(xviii) Older people
