Public Questions at Council Meetings

Members of the public may ask a question of a Cabinet member at ordinary meetings of the Council.  This must be received in writing or by email no later than midday three clear working days before the meeting (i.e. by noon the Tuesday before a Monday Council meeting).  The question must state the name and address of the questioner and the name of the member to whom the question will be put.

At the meeting, the questioner will be invited to put their question and the relevant cabinet member will respond.  If the questioner cannot be present the question will not be dealt with.  A questioner who has submitted a question is entitled to put one supplementary question without notice to the member who has replied to the original question.  This supplementary question must arise directly out of the original request or reply.

The Assistant Director - Governance may reject a question if it is not a matter for which the Council has responsibility, is defamatory or vexatious, is substantially the same question as one asked six months previous, requires the disclosure of confidential or exempt information or relates to a specific planning application.

Deputations at Council Meetings

Deputations may be made at Council meetings if received by the Assistant Director - Governance in writing or by email seven clear working days in advance of the meeting.  They must be about matters for which the Council has responsibility or which effect the District.  The deputation notice must be signed by five persons and set out the subject which the deputation wishes to raise and how it relates to the Council or the District.

A deputation may consist of up to five people of whom no more than two may speak, except to answer member's questions.  The deputation may address the meting for no more than five minutes and councillors may then question the deputation for an additional five minutes.  The relevant Cabinet portfolio holder or board or committee chair may then address the Council for a further three minutes.

No votes are taken on deputations but a councillor may propose that the issues raised may be placed on the agenda for the next ordinary meeting of the relevant committee or board.  If such a decision to refer is taken the relevant council officer will respond within 28 days.  Deputations which are illegal, scurrilous, improper, out of order or which relate to a specific planning application, or which relate to a matter that has been the subject of a deputation some six months previous, may be refused.
