Pollution Prevention and Control
Pollution Prevention and Control is a regime for controlling pollution from certain industrial activities.
This regime is replacing the Integrated Pollution Control system, which was introduced by the Environmental Protection Act 1990, and by 2007 all industrial processes will be regulated under the Pollution Prevention and Control Regulations.
The new regime is also integrating air pollution with water pollution, land contaminated and energy usage for certain larger and potentially more polluting industries. These are classified as A2 Processes.
The enforcement of the new regulations are shared between:
- Environment Agency – who are responsible for A1 processes
- Local Authority – who are responsible for A2 and Part B processes

The role of the Local Authority
The role of the Local Authority is to write Permits that contain a number of conditions, which control emission limits. The emission limits are based on national guidelines issued by Department of Environment, Food and Rural Affairs (DEFRA) in the form a Process Guidance Note.
