Animal Licensing
Licences are required for the following animal establishments:
Animal Boarding Establishments
Animal Boarding Establishment licenses cover catteries & kennels. Anyone wishing to home cats or dogs for a fee must have a licence. There is an application fee, which must be paid at the same time an application is made. Currently the fee is £78.25 plus any veterinary inspection fees. The applicant must be able to demonstrate to the Council that the animals will, at all times be kept in suitable accommodation and that they will be adequately supplied with suitable food, drink and bedding materials, adequately exercised, and visited at suitable intervals. The applicant must also take all reasonable precautions to prevent and control the spread of infectious or contagious diseases, including the provision of adequate isolation facilities and that appropriate measures will be taken to protect the animals in case of fire or other emergency, including the provision of suitable fire fighting equipment. A register containing a description of the animals received into the establishment, including the date of arrival and departure, and the name and address of the owner will be kept. The register should be available for inspection at all times by a Licensing inspector, a Veterinary Surgeon or Veterinary Practitioner authorised by the Council.
Breeding of Dogs Establishments
Anyone wishing to breed dogs must obtain a Breeding Establishment Licence from the Local Authority. There is an application fee which must be paid at the time the application is made. Currently the fee is £91.70 plus any veterinary inspection costs.
Where a licence is granted, that licence and any subsequent licence will expire one year from the date on which is was granted and must be renewed before the date of expiry if the premises are to continue as a dog breeding establishment.
Exotic, Dangerous and Wild Animals
The Keeping of Exotic, Dangerous and Wild Animals is controlled by the Dangerous Wild Animals Act 1976 and includes animals such as some birds, carnivores, mammals, marsupials, primates, reptiles, snakes and spiders. The Act aims to ensure that where individuals keep dangerous wild animals, they do so in circumstances which create no risk to the public and safeguard the welfare of the animals. The current fee is £109.75. The DEFRA website has more detailed information on the Dangerous Wild Animals Act 1976, as well as the importation of animals into the UK and contacts.
Pet Shops
A Pet Shop licence is needed by anyone who trades in pets (defined as any vertebrate including fish) Licence applications must be accompanied by a licence fee (which is reviewed annually) and are subject to conditions to ensure the welfare of the animals.
Upon receipt of the application the premises will be inspected by an officer of the Council to ensure the following:
- animals will at all times be kept in accommodation suitable as respects size, temperature, lighting, ventilation and cleanliness
- animals will be adequately supplied with food and drink and visited at suitable intervals
- animals will not be sold at too early an age
- all reasonable precautions will be taken to prevent the spread among animals of infectious diseases
- appropriate steps will be taken in the case of fire or other emergency
Riding Establishments
A Riding Establishment is defined as "the carrying on of a business of keeping horses to let them out for hire for riding or riding instruction". These licenses are renewable annually. We have several licensed Riding Establishments in North East Derbyshire. Licences are renewable annually. The Council will arrange for the inspection of horses and premises by a veterinary surgeon to ensure the welfare of the horses and that the accommodation is suitable. The licence will be issued subject to compliance with licence conditions and payment of the licence (including administration fee) of £121.15 plus all veterinary inspection charges.
Zoos
Zoos are a specialist and complex establishment and the regulations regarding this licence are complex.
