Hackney Carriage Driver's Licence
To become a driver you must:
● have held a full driving licence for at least 12 months.
● have a good knowledge of the whole of North East Derbyshire.
● have no more than 6 points on your driving licence.
● have no current convictions.
To be eligible to take the test to become a new driver you must consent to a Criminal Records Bureau (CRB) check and be able to satisfy medical requirements. Potential drivers must also pass a knowledge test. A copy of the conditions that apply to a Hackney Carriage Driver’s Licence are attached below.
How to apply
Step 1 – The Knowledge Test
There is a 30 minute knowledge test for which there is a £20 fee and you will need to obtain an information pack from North East Derbyshire District Council.
You will need to book an appointment for the test and bring along your driving licence (both parts if it is a photo card licence).
The test is in 3 stages:
- Part one consists of nine questions on driver and vehicle resposibilities
- Part two consists of nine route questions which require you to describe the quickest route you would take from one destination in North East Derbyshire to another.
- Part three requires you to complete a receipt for a customer using the information provided.
Parts one and two carry a maximum of nine points of which you should score no less than six points on each part to pass. Part three carries a maximum of five points and you need to score no less than three points to pass.
If you fail the knowledge test you can make another appointment to re-sit the test four weeks later, but you will have to pay the £20 knowledge test fee again.
Step 2 – Criminal Records Bureau (CRB) Check
After passing the knowledge test you will be given a CRB check form. To complete this form you will be asked to bring in original documents, this will be explained to you in further detail when you are given the form.
No licence is issued until the check has been carried out, so it is in your interest to complete this form and return it as soon as possible.
You will be asked to pay the CRB check fee and Driver's Licence application fee, which are non-refundable if you subsequently withdraw your application or if it is refused.
Step 3 – Application and Medical Forms
Once the CRB check (the ‘disclosure’) has been returned you will be given an application form and a medical form which you should complete and bring in as soon as possible along with your driving licence and two passport size photographs.
Step 4 – The Licence
If everything is satisfactory a Hackney Carriage Driver’s Licence will be granted to you for a period of 12 months. However, if you have any criminal convictions or serious driving endorsements your application will be referred to the Licensing Sub Committee for their determination.
After the initial period of 12 months you will be sent a reminder about 3 weeks before the expiry date of your licence. We will give you details of what to bring in to the Licensing Section in order to renew your licence. It can then be renewed for a further two years provided there have been no problems.
After you have held a Hackney Driver's Licence for three years, a further medical and CRB check are required.
