Hackney Carriage Vehicle Licence
All vehicles that are to be used as Hackney Carriages must be licensed by the local authority. The Council must be satisfied that the vehicle is roadworthy, has a valid MOT certificate (if applicable), is insured and is fitted with a taxi meter that is capable of registering a fare scale approved by the Council.
Hackney Carriages must be no more than 3 years old. Adapted Hackney Carriage vehicles (eg Citroën Dispatch, Peugeot Expert & Fiat Scudo) will only be licensed for the first time if the vehicle is less than 6 months old.

How to apply for a Licence
Step 1 – Application
You need to book an appointment with the Licensing Team. The application forms you need to complete are available to download and print out below. Please note: you can not submit these forms online.
When you attend the appointment you will need to bring the following with you:
- your completed application form (see below)
- your current insurance including the name of the driver
- the current Vehicle Licence fee
- your DVLA driving licence (both parts if it is a photo card licence)
Step 2 – Vehicle Test
You will need to contact the Council’s vehicle testing depot to book an appointment for the vehicle to be tested. Contact the Eckington depot (details at bottom of page).
When you bring your vehicle for its test you must also bring along the Vehicle Registration Document (V5C which is also known as the ‘log book’) and confirmation that you have already made your application, had your insurance checked and paid for your Driver’s Licence. Without this proof your vehicle will not be tested.
There is a non-refundable fee for the test , and a further fee if your vehicle fails and has to be re-tested.
Step 3 – The Licence
Once your vehicle has passed its test we will send you your Hackney Carriage Vehicle Licence through the post.
