House to House Collections
A House to House Collection Permit is required in order for anyone to collect money for a charity going from door-to-door. The House to House permit is issued by the Licensing Section. The permit is only valid within the district that it is issued. This permit should not be confused with a Pedlar’s Licence which should be obtained from the Police.
Though there are no real restrictions as to which House to House collections can take place in a particular area of the district, the Authority may refuse to grant a permit if a particular area of the district looks as if it is being saturated by House to House collections of the same kind such as clothing collections.
How do I get a Permit?
To gain a permit you will need to write to or call the Licensing Section to see if any similar collections are being held within the District during the time period that you wish to begin collections. Some organizations hold a Home Office Exemption Order which means they do not have to apply for a permit, although they should inform the Licensing Section of when they are wishing to begin collections as we can tell you if collections of a similar kind have already taken place in any part of our District. First Time Applicants
If you are applying for the first time, in addition to the application form you will need to supply the Licensing Section with information about your organisation’s aims and supply us with a copy of your audited accounts which will show how your organisation’s income and monies collected for charitable purposes have been distributed.
If your organization has never applied to this authority for a House to House Collection Licence before, the following information will need to be provided with your application:
- If your organisation is a registered charity, please state the Registered Charity number along the objectives of the charitable cause as supplied by the Charity Commission;
- A statement of the organisations aims as detailed in any of the organisations literature;
- Details of the history of the organisation e.g. when formed, names of trustees, Directors, organizers etc;
- Accounts and any relevant financial statements
You will also need to complete a Return Form showing us how any money collected was distributed and give a list of the money gathered by each collector. Return Forms will be sent to you when your Permit is issued. If you need further forms, please contact us.
If you are collecting on behalf of another organisation/charity, you will need to provide written proof of the agreement from the charity.
The Local Authority has the right to refuse or revoke licenses for various reasons these can include:
- Limiting the number of collectors;
- Incorrect information provided on the Licence application;
- The promoter or any other person involved in the collections has been convicted of certain criminal offences e.g. burglary, blackmail, fraud;
- Over 15% of the collected proceeds is likely to be spent on expenses
