North East Derbyshire Local Development Framework Annual Monitoring Report
The Planning and Compulsory Purchase Act 2004 (2004 Act) requires that all Local Planning Authorities produce an Annual Monitoring Report (AMR) that assesses the effectiveness of each Authority in delivering the aims and objectives of it’s Local Development Framework (LDF).
North East Derbyshire District Council’s third AMR (AMR3) is available to view and download (see attachment below). Both contain information on the implementation of the Local Development Scheme and the extent to which the policies of the 2005 Local Plan are being achieved.
AMR3 covers the period April 2006 – March 2007.

Authorities must undertake three aspects of monitoring, all of which are interrelated. These are:
(i) To survey and review the characteristics of the area (the evidence base).
(ii) To review actual progress in terms of Local Development Document (LDD) preparation against the targets and milestones of the Local Development Scheme (LDS).
(iii) To assess the extent to which policies in the LDDs are being
implemented.
An AMR should contain the following information:
(i) The implementation of the LDS.
(ii) The extent to which policies in LDDs are being achieved and where they are not, the reasons why.
(iii) What impact the policies are having in respect of national, regional and local policy targets and any other targets identified in LDDs, including the production of a housing trajectory.
(iv) Whether policies need changing because they are not working, or to reflect changes in national or regional policy and the actions needed to achieve this.
