Interim Planning Policy for New Housing Development in North East Derbyshire
National Planning Policy Statement 3 requires each local authority to have a continuous five year housing land supply. The Strategic Housing Land Availability Assessment report (SHLAA 2009) demonstrates however, that the Council does not meet the housing delivery requirements as set out in the East Midlands Regional Plan. There is a shortfall of 844 dwellings.
This means that the Council does not have a five year housing land supply. Planning Policy Statement 3 states that where local planning authorities cannot demonstrate an up-to-date five year supply of deliverable sites, they should consider favourably planning applications for housing. A shift of policy stance to permitting development on sites outside of the district’s Settlement Development Limits is, therefore, necessary in the immediate future to ensure that additional land comes forward to meet the housing target as set out in the Regional Plan.
On the 17th March 2010, the Council approved an Interim Planning Policy for new housing development. This policy can be downloaded below.
