Recreation and Open Space Supplementary Planning Document
Open spaces, outdoor sport and recreation facilities all add to the quality of life and well being of the people in the North East Derbyshire District. The planning system has an important role to play in ensuring that there are sufficient facilities, that they are in the right location and that they are of a high quality.
It is therefore necessary to have a standard to determine the existing level of open space and recreation provision in the District against that required. A widely acknowledged national measure of open space provision, the National Playing Fields Association (NPFA) standard, has been included in the North East Derbyshire Local Plan. However, this standard does not necessarily reflect local need provision. The Council has therefore made a commitment in the Local Plan (Adopted November 2005) to preparing a local recreation standard for the District and including more detailed information about the recreation standard and its implementation in a Supplementary Planning Document.
The main purpose of the Recreation and Open Space Supplementary Planning Document is to provide guidance regarding this local recreation standard and explain the Council’s requirements for the provision of recreation facilities and open spaces in new developments. It is not only important to protect existing facilities, but to ensure that new developments provide new recreation facilities and open spaces, or enhance the quality of existing facilities by contributing a financial sum to upgrade existing facilities where appropriate.
