Rural Community Lettings Plan

Rural Community Lettings Plan (previously the Rural Housing Scheme)

 
The council’s Rural Housing Scheme, which set out how homes in rural parts of the district are allocated, has been changed following a review of the service.
 
It is now known as the Rural Community Lettings Plan.
 

What has changed?

 
The scheme previously covered seven parishes in the district, which meant people who wanted to apply for a family home in these areas had to demonstrate a strong local connection to the community.
 
Following a review - in line with government guidelines which aim to make the system fairer and allow properties to be allocated more quickly - the Rural Community Lettings Plan now only applies to one parish in the district;
 
  • Ashover (which includes the areas of Littlemoor and Kelstedge).
 

Applying for a home in Ashover

 
If you wish to bid for any council or housing association home in Ashover, Kelstedge or Littlemoor (including houses, flats and bungalows), those who meet a specific criteria will get priority.
 
However, you can still bid for homes in Ashover, Kelstedge and Littlemoor even if you do not meet the criteria, as if there are no bids from anyone meeting the Rural Community Lettings Plan (Rural CLP) criteria, the Choice Move team will allocate the property district wide, allowing properties to be re-let more quickly.

Applying for a home in other parts of the district

 
Villages that used to be in the old Rural Housing Scheme are no longer included - in line with government guidelines which aim to make the system fairer and allow properties to be allocated more quickly.
 
This means you can apply for any property that you are eligible for, in any part of the district, through the council’s allocations scheme, Choice Move (which is operated by Rykneld Homes).
 
This includes Ashover, Kelstedge and Littlemoor but, as outlined above, applicants who meet the Rural CLP criteria will get priority. If no one meets the criteria after the bidding cycle has ended, properties will be allocated to bidders, in line with the council’s Allocation Policy.
 
In addition, you can select an as your ‘Local Connection,’ which will mean you receive an extra 12 months waiting time when you bid for a property in your chosen area.  To do this you need to tick the box on the Choice Move housing application form and provide proof on your Local Connection - for more information about Local Connections please see the Allocation Policy.
 

How does this affect bidding on adapted homes?

 
Adapted homes in Ashover, Kelstedge and Littlemoor will be let to the applicant who has greatest need for that adaptation AND meets the Rural CLP criteria.
 
If no-one meets this then it will be allocated district-wide as an adapted property. If no one meets this criteria, then the property will be re-advertised in the usual way, with applicants meeting the local connection having priority. Finally if there no bids from anyone meeting the Rural CLP criteria, the property will allocated in the usual way.
