The North East Derbyshire Local Plan was submitted for examination on Thursday 24 May 2018 (Notice of Submission of the North East Derbyshire Local Plan).
Inspector Sarah Housden BA (Hons) MRTPI from the Planning Inspectorate has been appointed by the Secretary of State to carry out the independent examination of the Local Plan (2014-2034).
Her task is to consider whether the Local Plan has been prepared in accordance with the relevant legal requirement and if the plan is sound, based on the criteria set out in paragraph 182 of the National Planning Policy Framework (the Framework).
The Local Plan should be:
- Positively prepared: it should be based on a strategy that looks at meeting objectively assessed development and infrastructure requirements. This includes; where reasonable to do so; those unmet by our neighbours. It should also be consistent with achieving sustainable development
- Justified: it should be the most appropriate strategy, when considered against reasonable alternatives, based on proportionate evidence
- Effective: it should be deliverable and based on effective joint working with partners and neighbours; and
- Consistent with national policy: it should enable the delivery of sustainable development set out by national policy
Louise St John Howe has been appointed as the Programme Officer.
She is an independent officer of the examination and works on the Inspector’s behalf, organising and managing the administrative and procedural matters of the examination process. The Programme Officer acts as the contact for any person who has an interest in the examination, liaising between the Inspector, North East Derbyshire District Council and representors. Any matters that anyone wishes to raise with the Inspector should be submitted through the Programme Officer.

Index reference Date Latest News and Updates 4/3/2019 The hearing sessions for Matter 15: Provision for Gypsies and Travellers will be held on Wednesday 13 and Thursday 14 March. Full details can be viewed on the Hearing Sessions page. 20/02/2019 Following the Hearing Sessions the Inspector has issued her Interim Findings and these can be viewed in the Examination Documents at ED65 Also in the Examination documents are the completed follow up items arising out of the Hearing Sessions and these can be viewed at ED66 for items for Week 1, ED67 for Week 2 and ED68 for Week 3. ED44E 14/01/2019 The Council has published a revised Appendix 4 to address formatting issues in the ‘Updated Addendum to the Gypsy & Traveller Topic Paper (ED44D)’ which is available to view here as part of the current consultation on Gypsy and Traveller Documents and Proposed Sites 04/01/2019 The Examination Consultation on Gypsy and Traveller Documents and Proposed Sites is running between Friday 4 January and Friday 15 February. All the relevant documents for the consultation can be viewed here. 30/10/2018 New examination documents with the reference numbers ED16-ED43 have been uploaded. These documents can be accessed HERE or via the Examination Documents tab 10/09/2018 The details of the hearing sessions have now been confirmed and all information relating to these can be viewed here. 24/08/2018 The Council have submitted the documents requested by the Inspector in her letter of 26 July (ED2). These can be viewed under the examination documents tab and have the reference numbers ED4 – ED8 inclusive. ED3 05/08/2018 The Council have replied to the Inspector’s letter (ED2) and their response can be viewed here, or via the examination documents tab reference ED3. ED2 27/07/2018 The Inspector has written to the Council with her initial comments on the examination. The letter is an examination document (ED2) and can be viewed under the examination documents tab or through the link here SubD4f 06/06/2018 An Addendum to the Statement of Consultation Regulation 22, May 2018, was published. SubD5 24/05/2018 North East Derbyshire District Council has Submitted the North East Derbyshire Local Plan to the Secretary of State for examination, in accordance with Section 20(1) of the Planning and Compulsory Purchase Act 2004 and Regulation 22 of the Town and Country Planning (Local Planning) (England) Regulations 2012. Examination Consultation on Gypsy and Traveller Documents and Proposed Sites

Update 18 January 2019 Re: Proposed Site GT/06 - Greenway (Hunloke Estate) Wingerworth. A new document (ED44e) was added to the consultation material on 14 January 2019. This is a replacement of Appendix 4 to address formatting errors in the Updated Addendum to the Gypsy & Traveller Topic Paper.
This consultation differs from previous Local Plan consultations, in that it forms part of the examination process and is run under the direction of the Inspector appointed to examine the Plan.
The Council, on behalf of the Inspector, is inviting comments on the following Gypsy and Traveller documents and proposed allocations for gypsy and traveller sites.
- Gypsy and Traveller Accommodation Assessment (GTAA) Position Statement (EB-G&T1a)
- Gypsy and Traveller Accommodation Assessment (GTAA) Final Report (EB-G&T1b)
- Gypsy and Traveller Topic Paper (EB-G&T2)
- Revised Appendix 4 to address formatting issues in ED44d ‘Updated Addendum to the Gypsy and Traveller Topic Paper (ED44e)
- Updated Addendum to the Gypsy and & Traveller Topic Paper (December 2018) (ED44d) – which includes the four proposed sites
- Sustainability Assessment of the Gypsy & Traveller Sites Assessments (ED44b)
- Landscape Appraisal Technical Note (ED44c) for Site GT/09 Temperance Hill, Woolley Moor

The Inspector has also published a Briefing Note which provides guidance on the procedural and administrative arrangements for the examination of the North East Derbyshire Local Plan in relation to the provision for gypsies and travellers.
