    Dronfield housing complex future secured Open or Close

    The future of a housing complex in Dronfield is set to be secured thanks to North East Derbyshire District Council and Rykneld Homes.

    Negotiations are being finalised to buy the 79 flats at Hallowes Court on Cemetery Road from Equity Housing Association which had placed the development up for sale earlier year, with a number of the flats being vacant and facing an uncertain future.

    We have now stepped in with an offer which will save the whole development and secure the future of much needed social housing in an area of very high demand.

    The deal is scheduled to be finalised at the beginning of December and residents at Hallowes Court have already been notified of the planned change in ownership.

    “Dronfield is an area of high demand for housing and we are delighted to be working to secure the future of this site,” said Cllr Graham Baxter MBE,Council Leader.

    “Together with Rykneld Homes we have been holding talks with Equity Housing to look at the best possible outcome for residents at the scheme and the future of the flats going forward.

    “I have met with residents to inform them about our plans and we very much look forward to Hallowes Court enjoying a long-term future, offering good quality rented accommodation in Dronfield.”

    Once the sale is completed the flats will be owned and managed by Rykneld Homes – our strategic housing partner which manages its stock of 8,000 homes as well as owning its own properties.

    Nigel Barker, Chair of Rykneld Homes, said: “We are very much looking forward to welcoming Hallowes Court to the Rykneld family. Rykneld Homes has been working with Equity Housing and the current residents to discuss our plans for the future of the site and we look forward to completing the purchase in December.”

    Closure Order for Tupton property Open or Close

    We have obtained a Closure Order to board up a rented dwelling in Tupton after local residents were subjected to suspected drug related activity and anti social behaviour.

    The Closure Order was granted on 24 October 2018 from Chesterfield Magistrates Court after the tenant subjected local residents and neighbours to continuous anti-social behaviour (ASB) and distress.

    Together with Rykneld Homes, the Police and the Community Safety Partnership, we had received a series of complaints about the tenants and their visitors with reported assaults and alleged crime from the property, which affected local people’s quality of life.

    The Court granted the Order as they believed that the use of the premises has resulted in serious nuisance to members of the public and the Order is necessary to prevent the nuisance or disorder from continuing.

    Cabinet Member for Community Safety, Councillor Jeff Lilley said, “The Closure Order follows a number of incidents of anti-social behaviour, reports of drug taking and alleged assault at the location over recent months.

    "We listened to the concerns from residents regarding the problems the occupants and those visiting the flat have been causing and this closure will help prevent this behaviour from continuing.

    “This would not have been possible however, without the assistance from the public in reporting these issues to us and we would urge our communities to continue to report matters to us so that robust action can be taken.”

    The Closure Order is for three-months, and will allow Rykneld Homes possession under absolute grounds which is mandatory and it is an offence if any person tries to enter the property.

    Scam Warning Open or Close

    We have received a scam warning where a gentleman telphones a resident saying he is from Chesterfield Borough Council and he is doing some accounting work for North East Derbyshire District Council. He reports that there has been a “computer blip” and the customer has overpaid on their Council Tax Account and that the customer is entitled to a refund. Bank details are then requested. The caller identifies himself as David Carter.

    The customer then receives a second phone call supposedly from their bank. The caller identifies himself as Jonathon Babbage, badge number RZ 264917 and states he is ringing from Chesterfield, Leicester. The phone number is 01246 0345 7345345. He reports that someone has tried to access the customer’s account.

    Please be aware of any suspicious calls of this nature and do not give any personal details out.

    Brass band festival set to hit right notes Open or Close

     

    Three local brass bands are set to blow their own trumpets and battle it out at Dronfield Sports Centre as they take part in our 60th Annual Brass Band Festival.

    The bands – Dronfield (Genquip) Band, Stannington Brass Band and Shirebrook Miners Welfare Band – will take centre stage and will be vying for this year’s T.H. Hallworth Challenge Trophy and top cash prize at the concert on Saturday 22 September 2018.

    During the evening money will also be raised for the Council Chair’s Appeal in aid of local charity Chetserfield Royal Hospital.

    Councillor Jacqueline Ridgway, Council Chair said, “We have three great bands on show and it promises to be an evening packed full of entertainment and great music.

    “There will be some top class musicians on display and I would urge people to buy their tickets now so they can come along and enjoy the evening as well as helping to raise money for a very worthwhile local charity.”

    This 60th annual festival will see the bands playing for prize money donated by Parsons Construction, WM Lee, Rykneld Homes, Pulse Fitness, Mount Building Services Ltd, Westleigh and Avonside Worksop Residential Roofing.

    The concert is being held at Dronfield Sports Centre with the doors opening at 6.30pm and the festival starting at 7.30pm. Tickets are now available and priced at £5 for adults, £4 for senior citizens and they can also be purchased on the evening.     Temperatures set to increase again Open or Close

     

    Temperatures across the East Midlands are expected to increase once again over the coming days – with the emphasis continuing to be on fine, dry and increasingly very warm or hot conditions.

    Temperatures across the East Midlands are expected to increase over the coming days – with the emphasis continuing to be on fine, dry and increasingly hot conditions.

    The Met Office and PHE weather warning has stated: "There is a 90 percent probability of heatwave conditions between 0900 on Monday and 0900 on Friday in parts of England.

    "Stay out of the sun. Keep your home as cool as possible – shading windows and shutting them during the day may help.

    "Open them when it is cooler at night. Keep drinking fluids. If there's anybody you know, for example, an older person living on their own, who might be at special risk, make sure they know what to do."

    The level three amber warning is issued when temperatures are predicted to hit 30 degrees during the day, and 15 degrees at night, for at least two consecutive days.

    Advice is to keep out of the sun between the hours of 11 am to 3 pm and stay indoors where possible. If you are outside please be vigilant, wear a hat and sunscreen and re apply every 30 minutes and have plenty of fluids.


     From today (Thursday 19 July 2018), through the coming weekend and into early next week, daytime highs could reach the high 20s – and perhaps even exceed 30 Celsius.

    However, our build of daytime heat looks set to coincide with higher humidity levels on Friday, bringing a thunderstorm risk south eastern parts of the region – and for a few locations here, some impacts could be possible.

    In the heaviest showers and thunderstorms, some places could see 30mm of rain fall in an hour from slow-moving storms, which would likely bring flooding impacts, particularly if this amount of rain fell on an urban area.

    As a result, a Met Office Yellow Warning for Thunderstorms has been issued that includes Rutland, much of Northamptonshire and parts of both Lincolnshire and Leicestershire.

    This Warning is valid from 1400 until 2359 on Friday, bringing a Very Low Likelihood of Medium Impacts. These impacts mean we expect:

    • A small chance that homes and businesses could be flooded quickly, with damage to some buildings from floodwater.
    • Where flooding or lightning strikes occur, there is a chance of delays and some cancellations to train and bus services, particularly during the evening rush hour.
    • Spray and sudden flooding that could lead to difficult driving conditions with the possibility of road closures.
    • A slight chance that power cuts could occur and other services to some homes and businesses could be lost.

    Of course, for many – the rainfall will be welcomed – although perhaps not in the large amounts that could fall in a short space time.

    In addition to the Thunderstorm Warning on Friday, the Heat-health Watch has been updated this morning – and is now at Level Two across the East Midlands from 0000 on Friday until 0000 on Sunday. There is a 60% chance of hot and humid conditions, with temperatures likely to reach thresholds through this period, although somewhat less hot in coastal districts of Lincolnshire.

    Residents’ views sought on sport and physical activity Open or Close

    Residents in and around Clay Cross are to be asked their views on sport and physical activity.

    North East Derbyshire District Council has appointed Strategic Leisure Ltd to find out local residents’ views so they can develop ideas for Sharley Park Leisure Centre, with the intention of getting more people physically active in and around the Clay Cross area.

    Strategic Leisure will be speaking to residents, schools, clubs and organisations across Clay Cross to assess opinions on the existing facility, how it could be improved, and what additional activities the community would like to take part in.

    Cllr Graham Baxter MBE, Leader of North East Derbyshire District Council, said: “Sharley Park is a popular and well used leisure centre.

    “Keeping our communities fit and healthy is one of the council’s key priorities, so that is why we want to know if there is any more we can offer our existing customers, while attracting new ones to use the facility.”

    Strategic Leisure will be in the area on 11 and 12 June 2018 and would like to hear residents’ views on how the physical activity offer in Clay Cross could be shaped to get more people involved.

    Venue dates and times have yet to be confirmed, so residents are asked to keep checking the council’s website www.ne-derbyshire.gov.uk and social media channels for updates.

    Taxi driver faces disqualification over suspended licence Open or Close

    A taxi driver who undertook 208 journeys whilst his licence was suspended has been fined £1,450 and faces a ban from driving.

    Intikhab Alam, (47) of Joshua Road, Sheffield has held a private hire vehicle drivers licence with the Council since February 2016 and in line with our policy at the 18-month (half way) point of the licence he was required to submit information enabling a check of his DVLA driving licence to take place.

    Three reminders were sent by post last summer, but Alam failed to respond, so we suspended his PHV driver's licence on 15 August until 29 August 2017 at which time the DVLA licence check had been undertaken.

    It was then alleged that Alam had carried on working as a taxi driver despite being suspended. Council officials obtained his Operator's records and they confirmed that he undertook 208 journeys whilst suspended, all of which were therefore unlicensed.

    When interviewed Mr Alam admitted undertaking the journeys and that his insurance would have been invalid because his licence was suspended.

    Eight sample offences from the 208 journeys undertaken were issued for prosecution at Northern Derbyshire Magistrates Court in Chesterfield - four counts of driving a private hire vehicle without a licence and four of driving with no insurance.

    In sentencing the Magistrates noted that he had undertaken the journeys knowingly, despite his licence suspension and for payment. Taking into account his guilty pleas he was sentenced to fines totalling £1,000, plus legal costs of £350 and a victims’ fund surcharge of £100 (total payable £1450). He was also issued with eight penalty points for each of the four insurance offences, leaving him facing disqualification from driving as a result.

    Having heard an application for leniency based on exceptional hardship the Magistrates decided the offences merited a driving ban of six-weeks.

    Councillor Graham Baxter MBE, Council Leader said, “This is a case of blatant disregard for the law. To carry on driving, especially when you are responsible for other people is an absolute disgrace and we are delighted with both the level of the fine and the disqualification from driving. Let this be a warning to others that unless you adhere to the procedures in place, we will use the full weight of the law against you.”

    Excellence is standard at council Open or Close

    Every one of our services is celebrating a great achievement after being recognised for its strong customer focused culture and partnership working.

    We achieved this standard after an external assessment of our services found that we are providing ‘excellent’ services to our local communities.

    Council Leader, Councillor Graham Baxter MBE said, "This is excellent news. We have always worked hard as a council to improve both the quality and consistency of the services we provide to our customers and this formal recognition reflects our genuine commitment to putting our customer first."

    The five main criteria of the Customer Service Excellence Standard are customer insight, organisational culture, information and access, delivery of services, timeliness and quality of services.

    We were inspected against the standard’s 57 elements and achieved compliance plus in seven, compliance in 44, leaving only six that achieved partial compliance and further development.

    The assessor visited us over a four-day period and reviewed evidence files, whilst also talking to a wide selection of people who work for us, including partners. They also spoke to customers and tenants and visited our Contact Centre and a Leisure Centre to ensure they got a full in-depth look at how we put the citizen at the heart of everything they do.

    The assessor stated that “The Council has a high degree of awareness of its customers’ needs, across both residents and business customers” and “Information about services is good, regularly reviewed, used to promote services and make customers aware of what is available to them”.

    Councillor Baxter MBE added “We have always felt that consulting residents on our services and providing good customer service goes hand in hand and this is something we will continue to do and improve upon. We will not rest on this achievement as we have already started to work on improving how people can access our services and new ways of informing them what we are doing on their behalf.”

    Petcheck on tour Open or Close

    Dog owners across North East Derbyshire District and Bolsover District are being given the chance to get their dog microchipped and receive pet health advice for free as a mobile pet checking unit is touring the area in April.

    The two councils have joined forces with the PDSA Petcheck Roadshow again to offer dog wellbeing check-ups, nail clipping and ear cleaning and advice – all free of charge and undertaken by an experienced veterinary nurse.

    In addition to the veterinary nurse, the Councils Dog Warden will also be on hand to provide free microchipping to dogs - something which has been compulsory for all dogs since 2016.

    Our Dog Warden will also be offering responsible dog ownership advice, canine behavioural advice and giving out free poop scoop bags at each of the roadshows.

    The Roadshows will take place at:

    • Kenning Park, Holmgate Road, Clay Cross S45 9PH on 25 April 2018 - 9am to 4pm

    We have been running the roadshows for a number of years now and an average of 200 dogs receive free microchips and 120 receive free pet health checks during the course of the four days.

    Degree level apprenticeships offer alternative to higher education Open or Close

     

    Residents and businesses across North East Derbyshire are being given more choice when it comes to progressing their career and improving their workforce, thanks to the degree apprenticeships scheme.

    The higher and degree level apprenticeships scheme, which gives a much wider choice of options for entering higher education in 2018 is now available, widening access to the professions and higher level technical skills.

    And to help local residents and businesses, we are hosting a Higher and Degree Level Apprenticeship Marketplace event which will take place at our Council’s offices, Mill lane, Wingerworth S42 6NG on 30 April 2018 from 1pm to 6pm.

    It will provide both residents and employers the opportunity to find out about the wide range of higher level and degree level apprenticeships that are already available – plus those that are being developed.

    A range of opportunities are on offer including business, management, legal, engineering, architecture, food technology, health and social care and lots more.

    Representatives from all of the local universities and college will be at the event to promote what they can offer residents as alternatives to going to university and employers can also learn what is available to increase their workforce skills.

    Council Leader, Councillor Graham Baxter MBE said, “Recent changes to the apprenticeship landscape offer some fresh and exciting alternatives to traditional education pathways. The higher and degree apprenticeships provide the high-level technical skills that employers need and offer young people the opportunity to earn while they learn on courses that offer a high-quality alternative career path.

    “Seeing the many opportunities now available is a very exciting prospect. More and more apprentices will be achieving the high-level skills our economy needs to compete; whilst employers benefit from employees with both the practical skills and degree level knowledge required in these professions. I would urge as many people and employers as possible to come along to this event and see what is available.”

    Courses are available from Level 4 , which is equivalent to a Higher Education Certificate/Diploma, through to Level 7, which is equivalent to a Masters degree and takes between one and five years to complete.

    Our bin crews have been working hard over the past couple of days, despite treacherous weather and road conditions. They have collected as many bins as possible on their scheduled collections, where it has been safe to do so.

    However, for some of the days we had to temporarily suspended our waste collection. This is not a decision that was made lightly but the working conditions deteriatored and the safety of the public and our workforce was our priority.

    We understand that many of the main roads are clear but the majority of our work takes place on side streets which are unsafe for us to drive upon. Our collection vehicles weigh up to 32 tonnes and if this vehicle starts to skid on a crowded residential street lives would, undoubtedly, be put at risk.

    Missed bins

    If the forecast is correct and the thaw comes this weekend any missed black bins from 28 February – 2 March that have not already been collected by the end of today, then we would advise you to please leave it in an accessible place at the edge of your property from 6.30am on Monday (5 March) and we will collect it as soon as the road and weather conditions improve. All scheduled collections for w/c 5 March will take place as normal.

    For any missed burgundy bins from 28 February – 2 March that have not already been collected by the end of today, please leave your bin in a safe position at the edge of your property and this will be collected as soon as possible.

    Green bin collections are due to start again w/c 5 March 2018. To help us catch up with missed black bin collections we are diverting some of our crews from green bin collections. Figures from previous years have indicated that collection rates are low so if your green bin is not collected on your scheduled date please take this back to your property and present it on your next scheduled collection date, as our priority is to collect missed black bins.

    All the above is of course weather dependent and we hope you appreciate and understand why some collections have been missed and we are working hard to collect any missed bins as soon as possible.

    We are closing all three of our leisure facilities at Dronfield, Eckington and Clay Cross to allow our staff to get home safely. All swimming lessons and classes have been cancelled. All bin collections (black and burgundy) have been cancelled and we are working on plans on how we will pick up those bins we have missed due to the weather.

    Bin collections will not take place today due to the ongoing severe weather conditions and the forecast for more snow this morning. We will try and pick up any missed bins as soon as we are able and it is safe to do so.     Taxi driver training to protect vulnerable passengers Open or Close

    Passengers using taxi’s licensed by North East Derbyshire and Bolsover District Councils can be safe in the knowledge that all their drivers must now undertake mandatory safeguarding training.

    The training is to improve public safety and identify potential risks to vulnerable adults and children. The training covers the following key areas: 

    • Understanding the need to protect vulnerable adults, young people and children
    • Identifying possible victims of abuse and exploitation by understanding indicators of risk
    • Identifying sources of advice and how to report concerns
    • Understanding responsibilities in relation to personal safety and security

    Councillor Michael Gordon, Cabinet Member with responsibility for Licensing at the Council said, “Everyone is becoming aware of the well-publicised issues relating to Child Sexual Exploitation. These are awful crimes, and we have a duty to assist the Taxi and Private Hire Trade and the public in tackling this issue and to protect those who are vulnerable. We need the help of taxi and private hire drivers and operators to identify those who commit these crimes and to identify vulnerable people who are at risk.”

    In addition, Bolsover District Council’s Cabinet Member for Community Safety and Street services, Councillor Brian-Murray-Carr said, “Drivers need to command the highest level of confidence before they transport passengers – especially those who may be vulnerable. It is essential that we take seriously our responsibility to determine whether someone is a ‘fit and proper’ person to hold a licence.” 

    The decision to introduce the training was made following the publication of the Jay report into child sexual exploitation in Rotherham and the subsequent Casey report into Rotherham Council’s exercise of its functions on governance, children and young people, and taxi and private hire licensing. 

    Both reports indicated that licensed vehicles played a prominent role in the issues in Rotherham. As a key element of the local transport system, taxi and private hire drivers are well placed to identify vulnerable people who may need support.

    The feedback received from the taxi trade so far has been overwhelmingly positive.

    A Taxi driver attending one of the sessions, said, “I welcome this training which will help me to identify signs that someone may be vulnerable and in need of help.”

    Draft Local Plan timetable agreed Open or Close

     

    Following consultation on the draft Local Plan early last year, we have considered all the comments received alongside additional evidence and have prepared an updated version of the Plan.

    The Publication Plan sets out the policies and proposals that we consider are the most appropriate for the area to meet the needs of the District up to 2034 and is the version we intend to submit to the Government for independent examination.

    We are holding a six-week period of public consultation that runs from 21 February to 4 April 2018, and includes four public events.

    Consultation responses at this stage must be set out in a specific way to address legal matters referred to as the ‘tests of soundness’. Put simply, we will ask people to consider two questions: Is the Local Plan legal? and is the Local Plan sound?

    Cabinet Member for the environment, Councillor Michael Gordon said, “The Plan has been produced as a result of and in line with the Governments’ requirements and is the final opportunity for people to comment on the Local Plan before it is submitted for examination. All comments received at this stage will be sent to the independent Planning Inspector appointed by the Government to examine the Plan, so it is important that local residents come and talk to us at the events and express their views.”

    Green bin collections set to resume Open or Close

    Households across the District are being reminded that their green bin collections are due to start again in early March 2018.

    The green bin collections were suspended over the winter months as people are less active in the garden and there is little green waste being produced.

    However, with spring on the horizon and people wanting to get back into their gardens the collections will start again.

    Residents can place items such as leaves, hedge and plant clippings, twigs, branches and prunings, grass mowings, weeds and cut flowers. They can also place cooked and raw food waste (peeling, bones, fish, bread, pasta, fruit, vegetables, etc) into their green bins as part of our efforts to improve recycling and composting across the area.

    Residents are also asked not to put any black or burgundy bin type wastes in their green bin to help avoid contamination.

    The green waste is taken to a composting facility where it is then turned into valuable resource instead of sending it to landfill. Materials can be used for recycling or composting, with the rest of the waste being used to generate heat and power instead of it just going into the ground.

    Depending upon which week your bin is collected they will start again on either 5 or 12 March 2018.

    Residents should check the waste and recycling calendars that where distributed before Christmas for their exact start dates.

    Councillors agree 1.9% council tax increase Open or Close

    Councillors have taken the difficult decision to increase our share of council tax by 1.99% at a full council meeting on Monday 19 February 2018.

    Councillors voted and agreed to the increase which will see households in Band D pay an extra £3.64 per year, or 7p per week.

    While we have taken action both to reduce our expenditure and to increase locally generated revenue, we are facing financial shortfalls of just over £500,000 next year, rising to an identified shortfall of £2.157m by 2022.

    Councillor Graham Baxter MBE, Leader of the Council said, "We have worked hard to mitigate the reduction in government grant by generating income wherever we can and we will continue to do this so the whole burden does not lie with local residents. No one wants to increase council tax if it can be avoided but the reduction in funding we receive combined with the increased costs for goods and materials have left us little choice.

    “We have always said our number one priority is to protect jobs and frontline services and we have kept to this promise. We have invested heavily in our leisure facilities, improved our recycling services and contributed to the growth of our local economies, whilst still protecting jobs and delivering good quality services for the benefit of our residents.”

    The extra revenue generated (approximately £111,489) will ensure the continuation of essential services such as waste collection and recycling, street cleaning and maintenance of towns and villages, support for our most disadvantaged residents and funds for our planning, leisure and economic development services.

    We receive approximately 10% of residents council tax bill with the remaining 90% being distributed to four other precepts: Derbyshire County Council, parish councils, the Fire Authority and the Police Authority.

    Holocaust memorial day 27 January Open or Close

    Holocaust Memorial Day is a national day of commemoration to remember those who suffered during The Holocaust.

    The day has evolved to remember other genocides including, Rwanda, Bosnia and Darfur.

    Each year Holocaust Memorial Day is observed on the 27 January. The date marks the liberation of the largest Nazi concentration camp Auschwitz.

    Every year a different theme is chosen. This year’s theme is “Words can make a difference – both for good and evil”. The theme explores how language has been used in the past, and how it is used in the present day. The impact of words during the Holocaust and subsequent genocides, through propaganda used to incite, through slogans written in resistance, and through memoirs written to record and respond to what was going on.

    New empty properties matching service launched Open or Close

    A new service to help bring empty properties back into use has been launched in North East Derbyshire District and Bolsover District.

    Both Councils have joined forces to launch the service with the aim of reducing the number of empty properties across the area, bringing them back into use for the benefit of families and individuals.

    The new system can be used for either landlords wishing to rent or sell their property and is completely free of charge.

    North East Derbyshire District Council Cabinet Member for Housing, Councillor Bette Hill said, “We know how hard it is for people to get a mortgage or find a home that meets your needs. That’s why we are introducing this new service which will not only bring back into use an empty property, but also help people find a suitable home. It’s a win-win as far as we are concerned.”

    All you need to do is register your empty property with the relevant council and they will advertise your property on their website for free. They will also put you in contact with people who may be interested in purchasing or renting it.

    The property must be registered as being empty for more than six months and proof of ownership must be provided. If you are a landlord then proof that you are an accredited landlord must also be provided.

    Bolsover District Council Cabinet Member for Social Enterprise, Councillor John Ritchie said, “Demand for housing is increasing, so we want to do all we can to bring back into use any empty properties across the area. The longer a home is left empty the more likely it is to attract anti-social behaviour, to fall into disrepair and to become a source of anxiety to nearby residents. That’s why we are doing all we can to assist owners and landlords with returning their properties to use.”

    Planning fee increases

    From 17 January 2018, the Government are introducing an increase of 20% on planning fees.

    Regulations to introduce the 20% fee increase were made on 20 December 2017. Our planning fees will therefore increase from 17 January 2018. The new legislation is part of The Town and Country Planning (Fees for Applications, Deemed Applications, Requests and Site Visits) (England) (Amendment) Regulations 2017.

    Overwhelming number vote in favour of new Neighbourhood Plan Open or Close

    Residents in Holymoorside and Walton have voted overwhelmingly in favour of a new Neighbourhood Plan for the Parish.

    It follows a referendum in which 94% of residents who voted, said they wanted North East Derbyshire District Council to use the Neighbourhood Plan to help it decide planning applications in the area.

    The Neighbourhood Plan – the first of its kind to be adopted in North East Derbyshire – is a new type of planning document which gives residents a greater say over how their community evolves.

    It gives residents the power to decide where developments should go, what they should look like and which areas of land should be protected from development.

    A steering group made up of councillors from Holymoorside and Walton Parish Council and members of the community, have prepared the plan over the past two years, which will run until 2033 – the same time as North East Derbyshire District Council’s Local Plan is scheduled to last until.

    Leader of North East Derbyshire District Council, Cllr Graham Baxter MBE, said: "We are pleased to endorse the hard work that Holymoorside and Walton Parish Council has done over the last two years to prepare this plan and ensure that the views of the parish council and its residents about their environment can now be taken into account in our planning decisions.

    “The Plan will fit in with our Local Plan to provide a clear and up-to-date picture of how development in Holymoorside and Walton Parish should take place.

    “Our officers have worked alongside those preparing the Plan to make it the best it could be.”

    The Neighbourhood Plan pays particular attention to things such as important views and local green spaces, heritage buildings and in particular protecting dry stone walls.

    It also protects important community facilities and shops, protects existing employment uses and ensures housing development is of the right type and quantity.

    After submission to North East Derbyshire District Council, the Plan was examined by an independent examiner. The examiner considered whether the plan met certain basic conditions set by Government and reported to the District Council. The council then agreed with his recommendation, to submit the Plan to a referendum.

    The Plan will now be used by the District Council’s planning officers to help determine planning applications in the parish.

    The Holymoorside and Walton plan is the first neighbourhood plan to be adopted in North East Derbyshire.

    It is hoped that Ashover and Wingerworth will also have neighbourhood plans in place in the near future.

    Court slams rogue landlord for state of properties Open or Close

    A rogue landlord has been given a fine of £2,500 (allowing for his guilty plea) and issued with a four-year Criminal Behaviour Order following his failure to comply with a Community Protection Notice on a property in North Wingfield.

    Our Environmental Health team received 11 complaints regarding waste accumulating at the front, side and rear of a property in North Wingfield owned by Martin Ambler.

    Despite repeated requests to remove the waste, Ambler of Vincent Lane, Chesterfield failed to comply and was subsequently served with a Community Protection Notice in February 2017 requiring the waste to be cleared within 14 days.

    Although the defendant contacted us and had a skip present at the property, there was still a large amount of waste left, which he failed to clear. We subsequently started court proceedings for failure to comply with the Community Protection Notice.

    Despite the defendant pleading guilty, the Magistrates Court imposed the maximum fine (allowing for his guilty plea) and the Chair of the Bench stated that the ‘appalling nature of the offence justified this unusual step’.

    The problems became so bad at properties owned by Ambler, that a neighbour considered selling their property and was too afraid to let their children play outdoors due to the presence of rats. A tenant of a different property was hospitalised as a result of the condition in which the property was let.

    Both Councils received a large number of complaints about properties owned by Mr Ambler in relation to accumulations and housing conditions. Examples include lack of heating, faulty electrics, damp and mould and blood stained walls.

    In addition to the prosecution, we also applied for a Criminal Behaviour Order which was granted.

    Since 2015, 19 enforcement Notices had been served on Mr Ambler regarding properties and land under his ownership. Despite repeated requests to deal with issues and the use of enforcement Notices, Mr Ambler failed to act and the Chair of the Bench issued the Criminal Behaviour Order, stating that it was ‘both necessary and proportionate to prevent further such consequences’.

    The Order is for four years and he was ordered not to:

    1. Store or dispose of any controlled waste on any land under his control.
    2. Burn any waste or instruct someone else to burn any waste
    3. Rent out any properties containing Category 1 hazards under the housing Act 2004.

    And he was ordered to: 

    1. Monitor and maintain all land under his control monthly, so that it is kept free from waste
    2. Monitor and maintain each property under his control annually to check for hazards under the Housing Act 2004. Once indentified to remove or reduce the hazard to an acceptable level as soon as reasonably practicable.
    3. To join and/or remain in an accredited landlord scheme.

    If this Criminal Behaviour Order is breached, then the penalty is a custodial sentence.

    Anglers net charity donation Open or Close

     

    Two local charities have benefitted from the goodwill of a group of anglers as they donated £350 from their charity angling matches.

    The money has been donated to North East Derbyshire District Council’s Chair’s charities – Sheffield Hospitals Charity the Spinal Cord Injury Centre and the Elm Foundation – from Clay Cross Angling Association in conjuction with Marshalls Electrical. Clay Cross Anglers Donation 2017

    They held seven angling matches throughout 2017 at Wingerworth Lido and the Wallpond and this years winner was Martyn Jacques, based on an aggregate score of the matches.

    The Council Chair, Councillor Rosie Smith said, “I was overwhelmed by the angling associations genorisity and kindness in donating this money to my charities, which will certainly go a long way to helping a lot of people.”

    The association has been holding charity matches for over 20 years and have always donated money to the Council Chair’s Appeal.

    Sporting heroes honoured by council Open or Close

     Ten athletes and clubs from across North East Derbyshire were honoured recently for their commitment to sport and the achievements they had made over the last 12 months at the Council’s annual Sports Awards.

    The winners picked up their awards at a special ceremony held at our headquarters on Wednesday 4 October 2017 to recognise and celebrate the sporting successes of athletes and those involved in sport at all levels across North East Derbyshire. Winners of Sports Awards 2017

    The winners ranged from local swimming and running clubs to national heptathletes and a multiple bike trails world champion.

    Council’s Leader, Councillor Graham Baxter MBE said, “It really is an honour and privelige to be able to recognise these individuals and teams for what they have done over the past year. We’ve got some amazing sporting talent and dedicated volunteers who make sport across our District what it is today – a huge success.

    “My congratulations go to not only all the winners, but everyone else who was nominated or takes part in sport in whatever capacity.”

    Joint crackdown on taxis hailed a success Open or Close

    A recent crackdown on taxi vehicles at East Midlands Airport found over 85% of vehicles stopped met the required standards.

    The regional enforcement campaign, included officials from Bolsover District Council and North East Derbyshire District Council, the Police and the Driving and Vehicle Standards Agency (DVSA), saw spot checks carried out on over 140 vehicles, with 120 of these passing with flying colours.

    All the vehicles from Bolsover District and North East Derbyshire that were checked were found to be satisfactory. However, 20 taxis from other areas did not reach the required standards. 
    Four of them received prohibitions for failing to have tyres that meet safety requirements. Two drivers were reported for not having road tax, and another was given a fixed penalty notice for having a tyre tread below the legal limit. Others were also warned about more minor defects such as broken bulbs.

    Cabinet member with responsibility for Licensing, Councillor Michael Gordon said, “It’s very reassuring all the vehicles inspected from North East Derbyshire and Bolsover were found to be satisfactory. Public safety is our absolute priority and we hope this operation has helped spread this message among drivers of licensed vehicles. What we need now is for better and more stringent legislation from government to make sure taxis and those driving them are fit and proper for the safety of the public.”

    Bolsover District Council's Cabinet Member for Licensing Councillor Brian Murray-Carr said, "This initiative highlights that the majority of taxi drivers take care of their vehicles and ensure they meet high standards when it comes to safety. It is very important to us and our partners that we participate in enforcement campaigns to identify those that don’t comply with the law and licensing requirements. 

    Inspector Ivan Odell from Leicestershire Police said: "Once again this was a highly successful operation and demonstrates the value of partner agencies working collaboratively and effectively to improve the safety of the travelling public. The vast majority of taxis and licensed vehicles were being operated safely and legally but this operation will be repeated and should serve as warning to those who choose to continue to operate outside the law."

    Bill Harrison, DVSA enforcement delivery manager, said: “DVSA’s first priority is to protect the public from unsafe drivers and vehicles. Our frontline staff worked alongside their police and local authority colleagues, and used their powers to take some of these dangerous vehicles and drivers off of the road. The vast majority of taxis checked were safe, with properly licensed drivers, which was pleasing to see."

    During the initiative, a vehicle which was not a taxi was also flagged up on Automatic Number Plate Recognition technology and found to have no road tax, no insurance, no MOT, and defects including illegal tyre tread. The driver also did not have a DVLA licence. The car was seized and the driver was reported.

    Rural businesses funding boost Open or Close

     

    Rural businesses are being encouraged to apply for funding to help them expand and diversify.

    LEADER funding is available for businesses based in rural communities throughout Bolsover District and North East Derbyshire District Council areas. Grants of up to €200,000 are available for a maximum of 40% of the total project costs, with the minimum grant being £3,500.

    The funding is currently available until March 2019 and to help businesses find out more the BNED LEADER Approach in conjunction with D2N2, are holding two events to provide businesses with advice and information on the funding and support available. Refreshments will also be provided.

    The events will be held as follows:

    • Wednesday 27 September 2017 from 5-7pm at Doe Lea Centre, Mansfield Road, Doe Lea, Chesterfield, S44 5PD, and
    • Thursday 28 September 2017 at Eckington Civic Centre, Market St, Eckington, Sheffield S21 4JG.

    Local electoral arrangements finalised for North East Derbyshire District Council Open or Close

     

    The independent Local Government Boundary Commission for England has published its final recommendations for new electoral arrangements for North East Derbyshire District Council.

    Today’s publication follows public consultation on its draft proposals earlier this year and draws new boundaries for each council ward across North East Derbyshire.

    The Commission’s final recommendations propose that North East Derbyshire should be represented by 53 district councillors in the future: the same as the current arrangement. The recommendations also propose that those councillors should represent ten three-councillor wards, nine two-councillor wards and five one-councillor wards across the district.

    Professor Colin Mellors, Chair of the Commission, said, “We are extremely grateful to people across North East Derbyshire who took part in the review. The Commission has looked at all the evidence that was put forward during the consultation.

    “We believe these recommendations deliver electoral fairness for voters as well as reflecting community ties throughout North East Derbyshire.”

    The proposed new arrangements must now be implemented by Parliament. A draft Order – the legal document which brings into force the recommendations – will be laid in Parliament in the coming months.     Anti-Fracking protest causing problems for local villagers Open or Close

     

    A five-month anti-fracking protest in the village of Danesmoor is continuing to cause problems for local residents, businesses and the environment.

    The protest has been in situ since April 2017, but alongside the legitimate peaceful protests there are a number of activists, mostly from outside the county, who have been involved in serious criminal activities in the area including extensive criminal damage. There have been assaults of Police Officers, serious criminal damage, obstruction and intimidation and flying drones over the site without a licence which have resulted in over 30 arrests being made to date.

    14 of these, from a number of different locations across the country, recently appeared in court and the majority are charged with trespassing or obstructing on land, namely Old Pit Lane, near PR Marriott, in June and July this year.

    The activities of the protestors include obstructing vehicles entering or leaving local business premises and occasional ‘lock-ons’ where the activists lock themselves to each other, or to equipment using a lock-on device. The protestors at the camp are also filming the individuals and vehicles coming and going from several business premises in the area, including those that have no connection to the fracking industry, causing widespread intimidation.

    Damage to several local businesses and the nuisance caused by the protestors intimidating their staff and customers, is harming trade in the area.

    They have set up camp on Pilsley Road near several trade premises and they have caused damage to the field, fences and gates.

    A Council spokesperson said, “We are working with the police and other agencies to make sure the protest remains as peaceful as possible. People have the right to protest, but they must do this within the laws of the land and in a way as to not disturb and cause harm to the local environment and community who live in the area.

    “These ‘activists’ are causing more and more problems for the local community and causing damage not just to property but to people’s livelihoods as well - and this cannot and will not be tolerated. So, we are investigating these issues and exercising our powers to resolve these problems as quickly as possible so the legitimate protestors and local community can be left in peace.”

    Two week public consultation on PSPO Open or Close

     We are currently undertaking a two-week consultation on a proposed Public Spaces Protection Order (PSPO) covering Danesmoor and parts of Clay Cross which could last for up to three-years. 

    After the end of the 2 weeks period, we will look at the response to the consultation alongside evidence that has already been collated by the police, and any new evidence that is submitted. This will be presented for a decision to made on whether the Order is granted.

    The PSPO could be introduced in mid-September, which would allow for appropriate signage to be installed.

    The consultation will prohibit certain activities in the area defined by the map below:

    • Any behaviour which causes, or is likely to cause, obstruction or interference to any individual or business in the conduct of lawful activity (or similar);
    • Any behaviour which causes, or is likely to cause, intimidation, harassment, alarm or distress to any person;
    • The placing of tents, caravans or any other temporary structures on any open space; and
    • Camping, whether within temporary tents/structures/vehicles or otherwise, on any open space.
    • The recording or broadcast by any means of video/audio/photographic footage of any individual and/or their vehicle which causes, or is likely to cause, intimidation, harassment or distress.

    Council and Police revving up to deal with nuisance bikes Open or Close

    Nuisance motorcycles and quads are continuing to cause problems across North East Derbyshire District.

    Residents have become increasingly frustrated and angry at some of the irresponsible antics of those riding these machines in and around neighbourhoods and causing damage to trails, paths and open spaces such as children’s parks and sports fields.

    And together with the Police, we have vowed to target these individuals, via organised initiatives which include focusing on known hot spot areas and bringing the culprits to justice.

    Cabinet Member for Community Safety, Councillor Jeff Lilley said, “We receive reports about pit bikes, scooters and quads plus mini motos being ridden at high speeds in places where they are a real threat to the public. The irresponsible antics of some riders and their disregard for the safety of the public, and themselves has to be stopped.”

    The machines can often un-roadworthy, have no license plates or are being ridden by people not wearing a helmet.

    Councillor Lilley added, “Our aim has to be to protect members of the public and combat the problems sensibly, but what we need is for people to inform us and give us names and addresses of those responsible so we can act and take action.”

    Sgt James Shirley from Derbyshire Police is urging members of the public to put forward names of possible culprits. He added, “These people will then be visited and given advice, followed by any appropriate warnings. This is a community problem and the solution lies in a joined up public, council and police response."

    LGBT Consultation Open or Close

    The Government want to know more about the experiences that lesbian, gay, bisexual and transgender (LGBT) people have living in the UK.

    They have produced a survey that asks about:

    • your experiences of accessing and using public services in the UK
    • any experiences of discrimination you may have faced throughout your life

    You will be asked about your experiences at work, in education, in healthcare, and about your personal safety. We want to collect as much information as possible, but you don’t have to answer every question if you don’t want to. The survey is anonymous: no one will be able to tell who you are at any point.

    Brass Band Festival comes to Dronfield Open or Close

    Talented musicians will once again raise the roof when we stage our annual Brass Band Festival.

    Dronfield Sports Centre is the venue for the 59th event, which will see Dronfield (Genquip) Band, Shirebrook Miners Welfare (Unison) Band and Stannington Brass Band competing for the coveted T.H Hallworth Challenge Trophy and a top cash prize.

    Money raised on the night from the sale of plants and raffle tickets will go to our Chair’s Appeal in aid of the Derbyshire Domestic Violence and Sexual Abuse Service and Sheffield Hospitals Charity the Spinal Cord Injury Centre.

    Councillor Rosie Smith, Council Chair said: “This promises to be a great night of music and entertainment. I hope to see as many people as possible in attendance, enjoying themselves and helping me raise money for my two charities.”

    Tickets are on sale now for the festival, which will take place on Saturday 23 September 2017. The event starts at 7.30pm, with doors opening at 6.30pm. Admission is £5 or £4 for senior citizens.

    Sporting stars set to be recognised Open or Close

    The search is on to find the stars and unsung heroes of the sporting world from across North East Derbyshire.

    We are once again on the lookout for dedicated local sports people and their sporting successes from the past 12 months, so they can be recognised at our annual awards ceremony.

    The North East Derbyshire District Council Annual Sports Awards help to recognise and celebrate the success of those involved in sport at all levels within the District.

    There are 13 categories up for- grabs, including: Lifetime Achievement Award, Sportsman and Sportswoman of the Year, Disabled Sportsperson of the Year and Team of the Year.

    Winners of the individual performer categories will receive a free annual membership to our leisure facilities to help with their training programme. All winners will also be put forward to be judged for the Derby Telegraph Sports Awards.

    Each category has qualifying criteria and must be based upon performances from September 2016 to August 2017. Nominations can be received from any individual, club or team involved in schools or sports organisations within North East Derbyshire district and the nominee must be involved in a sport recognised by Sport England and must be submitted by the deadline of Friday 8 September 2017.

    Barking Mad Open or Close

     

    Four noisy dogs have cost their owner over £584 in court fees after they caused a neighbourhood nuisance by continually barking.

    We received complaints about dogs continuously barking at the property of Brenda Green (52) of Thirlmere Drive, Dronfield. We served her with an abatement notice requesting that the noise stop and be dealt with, but Green failed to act on this.

    Further investigations by us found that Green’s four dogs - a Staffy cross Collie, a Jack Russell, a Staffy cross Alsatian and an American Bulldog – were still continually barking, sometimes for up to four hours at all times of the day and night.

    Green, who failed to appear at North East Derbyshire and Dales Magistrates Court in Chesterfield was found guilty under the Environmental Protection Act 1990 and was handed a fine of £440 plus £100 costs and £44 victim surcharge, totaling £584.

    Member with responsibility for the Environment, Councillor Michael Gordon said, “The noise caused by these dogs caused a great deal of disruption and distress to the local residents and neighbourhood. The owner had been warned on several occasions about the noise and the consequences of not complying with the abatement notice.

    "This is a clear message we want to send to people that noise nuisances of any nature will not be tolerated.”

    Dronfield named Safest Place in East Midlands Open or Close

    Dronfield has been named the ‘Safest Place in the East Midlands’ following a recent study.

    The study, undertaken by Value Penguin, was based on a variety of crime metrics sourced from police.uk via UKCrimeStats across 44 East Midland post towns.

    Dronfield received a score of 593 which considered both violent crime and property crime and was adjusted for population size. The town was ranked as:

    • 1st - Small Town Safety Rank
    • 1st - Overall Safety Rank
    • 1st - Violent Crime
    • 2nd - Property Crime

    The postal towns with populations of at least 1,000 were included in the regional study and crime scores ranged from 593 to 3,891 (where a lower score indicates less crime).

    Dronfield has a population close to 25,000 and has the lowest violent crime rate for a post town of its size (population 20,000 to 50,000) in all of England and Wales. The most recent policing priorities involve ticketing vehicles parked in white zig zag lines near schools and carrying out speed checks near schools and problem areas.

    Council Leader and councillor for Dronfield North, Graham Baxter MBE said, “We are delighted to receive this accolade. Dronfield is a lovely town with lovely people and we have worked hard to make sure it is a safe place to live, work and play.

    “It’s a tight knit community, where people know each other, say hello walking down the street and look out for each other. We’ve got some great amenities in the town, such as parks, train station and leisure facility, and I feel all this added together has contrinbuted to us receiving this title.”

    The North East Derbyshire Community Safety Partntership have worked hard with partners to reduce crime in the area which included:

    • targeted and specific crime prevention work in areas where people have suffered from crime,
    • staged cracking crime events to help educate people,
    • spoke directly to local residents about any concerns they may have,
    • undertook a burglar alarm project and provided free burglar alarms to people in areas that were deemed as needing one, and
    • staged diversionary activities for young people by providing activities such as Extreme Wheels Roadshows.

    Cabinet Member for Community Safety, Councillor Jeff Lilley said, “To be ranked first in three out of the four categories is a great achievement. I think people do feel safe here as over the years we’ve worked with our partners to tackle problems head on as they occur.

    “You can see that our targeted approach to tackling problem areas and hot spots has helped reduce both minor and serious crime offences and we will continue to work closely with our partners to make sure we provide a safe and pleasant community for the town’s residents.”

    Take action on National Clean Air Day Open or Close

    On Thursday 15 June, the first ever National Clean Air Day (NCAD) will see local schools, hospitals, workplaces and communities across UK cities run events, and inspire local residents to act for
    their own health and the health of local children.

    The health impact or air pollution, equivalent to 40,000 premature deaths every year in the UK, is completely unnecessary and NCAD is all about giving everyone the tools and inspiration to reduce pollution now.

    We are supporting the day raising awareness with our employees through facts and stories as well as highlighted the importance of clean air vi our social media platforms.

    Everybody can have a positive impact on air quality and we would like to inspire staff/residents/employees/customers to understand the actions they can take to reduce air pollution, and limit its impact on their health and the health of others.

    You can help by sharing a car to work, walk/take public transport to the shops, don't use your log burner until absolutely necessary or simply by switching off your engine whilst stationary.

    Thursday 15 June will be a day of practical action, myth-busting and awareness-raising, so we can all breathe cleaner air. NCAD gives every school, hospital, workplace and housing estate free access to cutting-edge advice on avoiding and tackling urban air pollution, approved by health experts and academics.

    Council's new Chair unveiled Open or Close

    Councillor Rosie Smith has been elected as the youngest ever Chair of North East Derbyshire District Council. Cllr Smith (27), who represents Unstone Ward, was Vice Chair of the council for 2016/17. She took up her new role as Chair at NEDDC’s annual council meeting on Monday 15 May. As part of her role as Chair, she will be raising money for two charitable causes – Derbyshire Domestic Violence and Sexual Abuse Service and Sheffield Hospitals Charity the Spinal Cord Injury Centre.rosie smith chair

    Cllr Smith, whose consort will be her sister Caroline, said: “It’s a great honour to be elected as Chair of the council and a role I’m greatly looking forward to. “I’m also hoping to raise as much money and awareness as I can for my chosen charities during my year in office.”

    Cllr Smith has chosen to raise money for Derbyshire Domestic Violence and Sexual Abuse Service because of the valuable work they do helping vulnerable women, men and children in our area. Derbyshire Domestic Violence and Sexual Abuse Service is a specialist and experienced provider of domestic abuse services. Its primary purpose is to support all victims of domestic abuse in the local area. It was established in 1985 when it opened its first refuge.

    While Sheffield Hospitals Charity the Spinal Cord Injury Centre was chosen after Cllr Smith’s best friend suffered a spinal injury following a car accident and spent eight months in the centre. The Spinal Cord Injury Centre, based at Sheffield’s Northern General Hospital, treats patients who have injured their spinal cord and is the second largest specialist centre in the country.

     Each year over 8,500 patients visit the centre from across Derbyshire, Sheffield and South Yorkshire and Nottinghamshire. A number of events will now take place over the coming months to raise money for the two charities.

    Council's take lead with dog roadshow Open or Close

    Dog owners across Bolsover District and North East Derbyshire District are being given the chance to have free wellbeing checks and urged to get their dog microchipped for free as part of a popular mobile pet checking unit which is touring the area in June.

    We have joined forces with North East Derbyshire District Council to bring the PDSA Health Check Roadshow to the area from 13-16 June 2017.

    The free wellbeing checks – which include weight, eyes, teeth, ears, coat condition and general fitness - are undertaken by an experienced veterinary nurse, who will also be able to provide information on the care of other popular pets. Dog owners who have puppies older than eight-weeks are also encouraged to bring it in for their first wellbeing check.

    Our Dog Warden will also be on hand to provide free dog microchipping - something which normally costs around £15 – and is a legal requirement for all dogs.

    Cabinet Member with responsibility for the Environment, Councillor Michael Gordon said, “Owning a dog is a rewarding experience, but it is also a big responsibility and can often come with hefty bills. So we are urging as many dog owners as possible to visit the PDSA PetCheck vehicle to find out more about their dog’s health and take advantage of a free dog health MOT!”

    We have been running the roadshows for a number of years now and an average of 200 dogs receive free microchips and 120 receive free pet health checks during the course of the event.

    We will also be offering advice about canine behaviour and responsible dog ownership – as well as handing out free poop scoop bags at each of the roadshow events.

    Bolsover District Council's Cabinet Member for the Environment, Councillor Brian Murray-Carr, said “We are delighted that the Health Check roadshow will be coming to our part of the country again. They have been very popular in the past and provide not only dog owners with a valuable free service, but also give us the chance to talk to them about any concerns they have and any new initiatives we are bringing in.”

    Vandals target Eckington play area Open or Close

    An Eckington play area has been targeted by mindless vandals who have caused in excess of £600 worth of damage to the facility.

    During recent routine inspections by our staff to the Ash Crescent play area, damage was found to have been caused to safety chains and a basket swing which have rendered the basket swing out of order. It appeared someone had taken an angle grinder to the safety chain, and bolts and links had been removed from and bent on the basket swing. A discarded needle was also found at the foot of the basket swing.

    Council Leader, Councillor Graham Baxter MBE said, “This is just mindless vandalism. We only have a certain amount of money to replace and repair equipment each year and once it has been spent, we will have no alternative but to temporarily close the recreation facilities if they are deemed unsafe.

    “For this level of damage to be done, the culprits must be taking equipment onto the play area with the sole intention of causing damage and potentially causing harm to children. We would urge people to contact us straight away if they see anything.

    “The actions of a few idiots are just spoiling it for the rest of the community who do take care of and enjoy the facilities we provide."

    The Ash Crescent play equipment is owned by Eckington Parish Council and we inspect every play facility under our management once a month to check for faults or repairs and ensure the facilities are safe for people to use. These are checked to European Playground Standard EN1176 and EN1177.

    If anyone witnesses any vandalism on any of our play facilities throughout the District, or finds discarded needles in public spaces, they should telephone 01246 231111.

    Local businesses urged to ‘Meet the Buyer’ for The Avenue development Open or Close

    Local businesses and trades people are being invited to be part of the first phase of development on North East Derbyshire District Council’s national flagship regeneration scheme ‘The Avenue’.

    The 98 hectare site off Mill Lane – which once housed coking works – has been cleaned-up ready for redevelopment in a joint project involving ourselves and Derbyshire County Council. After 15 years of remediation and preparation for development, new multi user trails are being prepared and 7,000 trees have been planted to create an impressive green infrastructure to compliment future housing schemes.

    And now Kier Living, which has been contracted by the Homes and Communities Agency to build the first 260 homes at The Avenue, is looking for contractors to work on site with an anticipated start date of September 2017.     North East Derbyshire residents: have your say on new ward boundaries Open or Close

    The independent Local Government Boundary Commission for England is asking people across North East Derbyshire to comment on its draft proposals for new council ward boundaries.

    A 10-week public consultation on the recommendations begins today and will end on 19 June 2017. The consultation is open to anyone who wants to have their say on new council wards, ward boundaries and ward names across North East Derbyshire.

    The Commission’s draft recommendations propose that North East Derbyshire should have 53 councillors in the future, the same as the current arrangements. The recommendations also outline how those councillors should represent ten three-councillor wards, nine two-councillor wards and five one-councillor wards across the district.

    The full recommendations and detailed interactive maps are available on the Commission’s website. Hard copies of the Commission’s report and maps will also be available to view at council buildings.

    At the same time, the Commission is consulting on a new pattern of wards for neighbouring Bolsover District Council. 

    Professor Colin Mellors, Chair of the Commission, said: “We are publishing proposals for a new pattern of wards across North East Derbyshire and we are keen to hear what local people think of the recommendations. Over the next ten weeks, we are asking local people to tell us if they agree with the proposals or if not, how they can be improved.

    “Our review aims to deliver electoral equality for local voters. This means that each councillor represents a similar number of people so that everyone’s vote in council elections is worth roughly the same regardless of where you live.

    “We also want to ensure that our proposals reflect the interests and identities of local communities across North East Derbyshire and that the pattern of wards can help the council deliver effective local government to local people.

    “We will consider all the submissions we receive whoever they are from and whether your evidence applies to the whole district or just part of it.”

    Eckington Pool Re-Opens Open or Close

    We are delighted to say that Eckington Swimming Pool and Fitness Centre will be fully open from 8am on Saturday 25 March 2017.

    The refurbished facilities include an extended 50+ station gym, a new group exercise studio, soft play area, cafe and new ‘village’ change’ facilities, plus our 25m swimming pool which will incorporate public swim, inflatable fun sessions and swimming lessons. Our opening hours have also been extended to provide you with more opportunities to get fit and stay healthy.     We will have public swim available on Saturday and Sunday this weekend and then our full pool timetable will start from Monday 27 March 2017.

    If you have booked onto swimming lessons then these will also start from Monday 27 March 2017 and we will send you an email via the OnCourse system to confirm your new starting date.

    Calling all budding rowers! Open or Close

    Could you help us raise cash for our Chair’s Appeal in aid of the Weston Park Cancer Charity?

    We’re holding a Rowathon on Thursday 6 April at our District Council Offices, Mill Lane, Wingerworth, and our three sports centres – Dronfield Sports Centre, Eckington Swimming Pool and Sharley Park Leisure Centre, Clay Cross - to raise cash for the charity.

    Cllr Stephen Peters, Chair of North East Derbyshire District Council, said: “As my year as Chair draws to an end, it would be great to give my charity appeal one final push. I’d love to see as many people as possible sign up to the event, or sponsor someone they know to take part.”

    Council staff will also be taking part in the challenge, which will run for a mammoth 12 hours (9am-9pm) at our leisure centres and during normal business hours (9am-5pm) at Mill Lane.

    But don’t worry, you don’t have to row all day (unless you want to of course!). Just pick a time you’re comfortable with, get sponsored and start rowing! We’ve set a target to row 100 miles across all four sites.

    Stonebroom man accused of stalking Open or Close

    A 22-year old man from Stonebroom who has been accused of stalking and making threats to life has received an interim injunction.

    For the past 4-years, Corey Bryan of Shelley Grove, Stonebroom has engaged in stalking behaviour where he hacked into the victims email and Facebook account, changed passwords and made defamatory comments about the victim and their family.

    He also hacked into the Facebook accounts of the victims friends, persistently called the victims landline (upwards of 200 times in a 2 hour period), followed them on occasions and indicated what they were doing and where they where, to unnerve them.

    Our Community Safety Parrnership had been working closely with the Police on this issue and Bryan was arrested and cautioned in December 2016. A warning letter was issued to his parents, but despite this he carried on indirectly getting into the victims Facebook account.

    On 8 February an interim injunction was issued that stated Bryan was :

    • Not to use threatening, abusive or intimidating language or conduct that is likely to cause harassment, alarm and distress to the victim, and
    • Not to contact the victim (including but not limited to electronic devises) either directly or indirectly.

    The Judge also granted a power of arrest to be attached to this injunction due to the severity of the case and the suffering that the victim had gone through.

    This is due for review by the courts in April 2017. Bryan’s parents were also served with a NOP (Notice to seek possession) due to the fact he resides there and they cannot control his behaviour.

    Residents urged to have their say on draft Local Plan Open or Close

    Local residents and businesses from across North East Derbyshire District are being invited to have their say on our emerging Local Plan and how they want to see the area grow and develop up until 2033.

    Councillors have agreed the general contents of the Consultative Draft Local Plan and supported the proposal to undertake a six-week consultation period in relation to it, which starts on Friday 24 February until Friday 7 April 2017.

    The Plan sets out the overarching vision and objectives that will guide the development of the District together with our Spatial Strategy for where development should go. The strategy emphasises the importance of sustainable development, and balancing social, economic and environmental implications. Pictured is Cllr Michael Gordon looking out over the Avenue site

    The draft document contains proposed allocations for large housing and employment sites. It also includes policies on a broad range of topics designed to deliver the growth the District needs whilst protecting the historic and environmental assets people value.

    The key matters/options have been developed based on current guidance, the evidence we have collected and what people told us during previous consultation.

    Cabinet Member with responsibility for the environment, Councillor Michael Gordon said, “A lot of hard work has gone into producing this document which must be in line with Government requirements and at the same time meet the needs of local people.

    “We have a duty to ensure that enough land is identified to support growth and meet the development needs of the District in a sustainable way. The Local Plan will essentially be the blueprint for what development will take place across our District in the next fifteen years, so it is important that people come along, talk to us and have their say.

    “The Local Plan Strategy sets out an ambitious, but deliverable plan to help develop a strong economic base whilst at the same time enhancing the District as a place to live, work and play.

    “The plan is to create towns where people can walk or cycle to work, shop locally, where they offer a better balance between employment and housing and offer a more sustainable future for our local residents.”The draft Local Plan contains four strategic sites which are seen as areas that will deliver significant and substantial growth during the plan period.

    • The Avenue
    • Former Biwaters
    • Markham Vale
    • Land to south of Markham Vale, off Chesterfield Road, Duckmanton

    We will also be writing to all those individuals and organisations who have previously expressed an interest in the Plan to notify them of this next stage of Local Plan consultation.

    During the six-week period for comments, a series of staffed drop-in exhibition sessions will be held so that local people have an opportunity to come along and explore the proposals in the Plan. The dates, times and locations of these are:

    • Friday 10 March 2017 - Clay Cross Social Centre, Main Hall from 4-7pm
    • Monday 13 March 2017 - North Wingfield Community Resource Centre. From 4-7pm
    • Tuesday 14 March 2017 - Dronfield Civic Centre, Main Hall from 4-7pm
    • Monday 20 March 2017 - Killamarsh Sport Centre, Parish Function Suite from 4.30-7.30pm
    • Wednesday 22 March 2017 - North East Derbyshire District Council Offices, Council Chamber from 3-7pm
    • Thursday 23 March 2017 - Eckington Civic Centre, Main Hall from 4-7pm
    • Friday 31st March – Shirland Village Hall from 4-7pm

    Comments can be made during the consultation period and can be made online at www.ne-derbyshire.gov.uk or on representation forms or in writing and by email. However, they must be returned to by 5pm on Friday 7 April 2017.

    We will consider all representations received. This will feed into the next version of the Local Plan, which will set out proposals in their final form before they are submitted for Examination by an Independent Inspector. Consultation on this document is expected to take place in the autumn of 2017.

    Copies of the consultation document, together with representation forms will be available from 24 February 2017 on our website, our main offices at Mill Lane and libraries across the District.

    Mortgage Scheme Launched Open or Close

    We are working with Bolsover District Council to introduce a Local Authority Mortgage Scheme aimed at helping first-time buyers onto the housing ladder.

    As part of the scheme we propose to help people who can afford mortgage repayments, but not a large deposit, to secure a house by providing an indemnity for up to 20% of the total value of the mortgage with the lender.

    Our indemnity would only be called upon if the borrower failed to make the repayments or breached the terms of the mortgage and the property was sold at a loss. Pictured are council officials, Leek United Building Society and Capita representatives at the launch of the scheme

    The scheme has been launched and will allow first-time buyers to get a 95% mortgage on similar terms as a 75% mortgage but without the large deposit normally required.

    A joint statement from Councillor John Ritchie (Cabinet Member for Housing at BDC) and Councillor Bette Hill (Cabinet member for Housing Strategy at NEDDC) , said: “This is a great scheme which helps first time buyers in Bolsover District and North East Derbyshire District get on the property ladder and, at the same time, contribute to the local economy. We are delighted to join forces with one of our local lenders to launch this scheme.”

    “If you’re looking to establish your first home then this may be something that will help you do just that, with aspiring home owners able to access up to 95% loans. I would encourage anyone interested to visit their local Leek United Building Society branch and ask about LAMS mortgages.”

    Clare Beardmore at Leek United, said: “LAMS has made the opportunity for first-time buyers to get onto the property ladder so much more realistic. We are delighted to be extending the scheme into Derbyshire in a partnership with Bolsover District and North East Derbyshire Councils, to assist homebuyers in our ‘heartland’.”

    Under LAMS, almost 70 local authorities have now worked with mortgage lenders and supported 3,900 families and individuals to buy their first home during a time when it was virtually impossible to otherwise obtain a mortgage with a relatively small deposit.

    Capita Asset Services works closely with local authorities and supports them in launching their scheme.

    Hayley Sullivan, Associate Director at Capita Asset Services, said: “This scheme has been operating successfully in many parts of the UK for over five years and is still helping first time buyers to buy their first home with a lower deposit than usually needed. This innovative scheme has already helped over 3900 people or couples to buy their first home, is stimulating the local housing market and benefitting the wider economy.”

    Only first-time buyers with a minimum five per cent deposit who can meet the repayments on a 95 per cent mortgage will be eligible for the council scheme. The potential buyer will also need to meet the normal criteria of the mortgage lender.
