Environmental Enforcement and Pest Control

Who are we and what do we do?

The main duties of team include:

  • Fly tipping enforcement.
  • Littering enforcement.
  • Enforcement of Dog Control Public Spaces Protection Order.
  • Stray dogs and microchipping enforcement.
  • Abandoned and nuisance vehicles.
  • Business waste compliance.
  • Pest Control.
  • Commercial waste compliance.

2021 - 2022 activity

  • 305 service requests dealt with by enforcement officers.
  • 50 Fixed Penalty Notices (FPNs) served for fly tipping, littering, dog fouling, abandoned vehicles and non-compliance with household duty of care.
  • Hotspot monitoring via new CCTV equipment.
  • Responded to 208 abandoned vehicle reports.
  • Responded to 189 fly tipping reports.
  • Responded to 953 requests for pest control.
  • Carried out 16 enforcement initiatives. resulting in 13 FPNs being issued.
  • During the year the team successfully seized a vehicle for the first time, for a suspected waste crime offence.

Commercial Team

Who are we and what do we do?

The main duties of team include:

  • Food safety – inspections and complaint investigation; training for food businesses; food business registration and Food Hygiene Rating Scheme.
  • Workplace Health and safety – inspections and complaint/accident investigation.
  • Infectious disease investigation.
  • Private water supplies safety assessment and monitoring.
  • Provision of advice and assistance to businesses, the general public and other public services.

2021 – 2022 activity

  • 470 Commercial/food/water service requests dealt with.
  • 50 Health and Safety service requests dealt with.
  • Responded to 45 infectious disease notifications.
  • Responded to 24 accident reports.
  • Undertaken 413 programmed food safety interventions.
  • The National Food Hygiene Risk Rating assessments are also undertaken by the team as part of the food safety intervention programme with the council having 728 premises rated in the Scheme and 853 registered.

Who are we and what do we do?

The main duties of team include:

  • Private sector housing standards.
  • Domestic pollution control.
  • Caravan site licences.
  • Public health matters including hoarding, filthy premises, destitute burials and exhumations.
  • Disabled facilities grants.
  • Energy referrals.
  • Licensing of and ensuring standards are met in Houses of Multiple Occupation.
  • Private drainage enforcement.

2021 – 2022 activity

  • 70 Housing disrepair service requests dealt with.
  • 1,311 Public Health service requests dealt with.
  • 3 Destitute burials.
  • 121 Domestic Accumulation issues dealt with.
  • 104 Domestic bonfires/smoke complaints dealt with.
  • 83 Domestic noise issues responded to
  • 97 Barking dog issues responded to.
  • 48 Disabled Facilities Grants processed.
  • Served 18 enforcement notices.
  • Licenced 1 House in Multiple Occupation.

Who are we and what do we do?

The main duties of team include:

  • Licence processing.
  • Advice and guidance to applicants and members of the public regarding all aspects of licensing.
  • Licensable premises inspections.
  • Licensable vehicle inspections.
  • Multi-agency enforcement operations.
  • Inspection and assessment of animal welfare standards at breeding and boarding establishments, pet shops.

Environmental Protection

Who are we and what do we do?

The main duties of team include:

  • Complaint investigation and enforcement regarding nuisance from industrial or commercial premises; air pollution; dust; odours; noise; light; insects and smoke.
  • Air quality monitoring and regulation, ensuring compliance with the National Air Quality Objectives.
  • Regulation of industrial processes.
  • Monitoring and regulation of historical land contamination (including mine and landfill gas).
  • Contaminated land identification and ensuring it is made safe for current purpose and use.
  • Responding to requests for information on environmental matters.

2021 – 2022 activity

  • Dealt with 1,006 service requests, including 358 planning consultations.
  • Undertaken air monitoring at 18 locations (the service also published the Air Quality Annual Status Reports).
  • Regulated 30 sites holding Environmental Permits across the district.
  • Served 12 formal notices.
